China NIFDC Unveils Technical Guidelines Clarifying 72 Cosmetic Ingredient Use Purposes

On December 19, 2025, China's National Institutes for Food and Drug Control (NIFDC) released the Technical Guidelines for the Use Purpose of Cosmetic Ingredients (Trial), accompanied by a set of FAQs. The Guidelines aim to standardize the ingredient functions during the registration and notification of cosmetics and new cosmetic ingredients by providing a comprehensive list of 72 recognized use purposes. This guideline will take effect on June 19, 2026.
