On March 30, 2026, China's National Medical Products Administration (NMPA) launched a public consultation on two mandatory national standards: Instructions for Use of Consumer Products Part 3: General Labelling for Cosmetics (Draft) (the Cosmetics Labelling Standard), and General Requirements of Safety and Technical for Toothpastes (Draft) (the Toothpaste Safety Standard). Stakeholders are invited to submit their feedback to [email protected] by May 29, 2026.1
These updates aim to translate existing administrative requirements into concrete technical specifications. By consolidating and updating current regulatory content, the two standards are expected to further refine their technical implementation, ensuring close alignment with the existing regulatory framework.
Key Points of the Revised Cosmetics Labelling Standard
The newly released Cosmetics Labelling Standard is set to replace the existing GB 5296.3-2008, which has been in effect for 17 years. Fully aligned with the Cosmetic Supervision and Administration Regulation (CSAR) and Administrative Measures on Cosmetics Labeling, this draft provides a systematic refinement and improvement of current labelling requirements. To support implementation, the standard proposes a 12-month transition period, allowing cosmetics manufactured or imported before the effective date to continue being sold until their shelf life ends. This provides companies with sufficient time to phase out stock labeled under the previous standard.
