China NMPA Proposes 24 Reform Measures for Cosmetic Administration

On September 19, 2025, China National Medical Products Administration (NMPA) issued the draft document entitled “NMPA Opinions on Deepening the Reform of Cosmetic Administration and Promoting the High-Quality Development of the Industry” for public consultation. 1 Stakeholders are invited to submit feedback to [email protected] before October 10, 2025.

The draft outlines the overall requirements for advancing regulatory reform to foster high-quality growth in China’s cosmetics industry, setting specific targets for 2030 and 2035. By 2030, NMPA aims to establish a sound legal and technical framework for cosmetic regulation, and by 2035, it seeks to achieve alignment with leading international regulatory systems.

To reach these goals, the draft proposes 24 reform measures across five key areas:

1. Strengthening support for innovation in the cosmetics industry;

2. Enhancing the effectiveness of registration and notification management;

3. Improving production and operation oversight;

4. Strengthening technical support for cosmetics regulation;

5. Promoting regulatory convergence with international standards.
