On November 17, 2025, China's National Medical Products Administration (NMPA) officially released the Opinions on Deepening the Reform of Cosmetic Administration and Promoting the High-Quality Development of the Industry. ¹ The document outlines a comprehensive plan to modernize China's cosmetic regulatory framework, balancing high-level safety with high-quality industrial growth.
The Opinions set ambitious long-term goals for China's cosmetics industry. By 2030, NMPA aims to establish a comprehensive legal and technical framework for cosmetic regulation. By 2035, it seeks to achieve a regulatory system on par with leading international standards, enhancing the global competitiveness of Chinese cosmetic products.
To achieve these objectives, the NMPA has introduced 24 reform opinions across five key areas:
Strengthening support for innovation in the cosmetics industry;
Enhancing the effectiveness of registration and notification management;
Improving production and operation oversight;
Strengthening technical support for cosmetics regulation;
Promoting regulatory convergence with international standards.
Key Reform Opinions
1. Facilitating Innovation and Market Entry
Support for New Efficacy Products: A fast-track channel will be established for cosmetics claiming new efficacy, implementing a "review upon submission" process. NMPA will also create a pre-consultation mechanism to guide enterprises during R&D.
