On Jan. 22, 2021, China National Institutes for Food and Drug Control released the draft amended Inventory of Prohibited Cosmetic Ingredients and Inventory of Prohibited Plant (Animal) Cosmetic Ingredients for the public consultation. 1 Any suggestions can be mailed to [email protected] before Feb. 18, 2021.
Main Amendments
1) Newly add 17 prohibited ingredients

According to PinGuan, most of the newly prohibited ingredients are not used frequently, so the impact on cosmetics R&D is limited. However, ingredients such as boric acid, Tagetes erecta flower extract are currently added in some products. Registration or notification of cosmetics containing newly prohibited ingredients may be canceled in the future. 2
For cosmetic enterprises, some raw materials that may contain prohibited ingredients need to be additionally tested, and the use of these raw materials should be avoided in the future.

For ingredients whose original names are synonyms/common names, keep the original names and add the scientific names.

In the current effective lnventory, some plant extracts' names are inaccurate or lack Latin scientific names. Once the amended Inventories are finalized, the names of plant extracts will be standardized.
4) Classify and merge prohibited drug ingredients
With reference to Chinese Pharmacopoeia 2020, Clinical Medication Instructions 2015, and Martindale the Extra Pharmacopoeia, the draft Inventories classify and merge the prohibited drug ingredients in STSC into three categories, Anti-infectives, Antihistamines, and Hormones.

Note: The coverage of the above three categories of drug ingredients includes but is not limited to the listed examples. All drug ingredients belonging to these three categories are prohibited ingredients for cosmetics. | |
5) Adjust and standardize text contents
Inventory of Prohibited Cosmetic Ingredients will be released and finalized as separated technical regulations or mandatory national standards in the future. Therefore, the draft Inventories adjust and standardize some text contents, forms, and citation expressions of the prohibited ingredients specified in STSC.
