Cosmetics Manufacturing Companies and Domestic RP Change Can Be Completed Using the Filing System

From 17th Oct 2019, the imported non-special use cosmetics online filing system starts to accept applications for cosmetics manufacturing companies (manufacturing site has not changed) and domestic responsible person (RP) information change.

RP1The process of applying for domestic RP information change:

1. Click “cosmetics manufacturing companies and domestic RP Change”
2. Choose domestic RP change
3. Choose change items, including

  • Authorization scope

  • Authorization Term

  • Domestic responsible person’s name

  • Domestic responsible person’s address

4. After making the choice, users need to add new information to the page as the system has already shown the old information on the page.

5. Choose related products

6. After saving all the information, the system will automatically generate a change application form, including information about manufacturing companies, original information of RP, change items, change reasons, and related products. This application form needs to be signed by the RP.

7. Upload supporting materials based on the change items companies have chosen. If companies want to change all four items, here is a list of all needed supporting materials:

  • Change application form

  • Business license

  • Authorization and notarization document

  • Name, address change statement

  • Online verification information

  • List of related products

3. Choose change items, including

  • Manufacturing company’s name (Chinese)

  • Manufacturing company’s name (foreign language)

  • Manufacturing company’s address

Note: The change mentioned here doesn’t include manufacturing sites change. The new function can be only used when applying for administrative information change. For example, if a company’s administrative office has changed its address while the factory’s address remains the same, this company can use this new function.

The further steps after the online submission have not been clearly stated. We speculate that the process will be similar to the process of opening a new account. After the online review is passed, the company still needs to submit relevant paper materials to the local acceptance window.
