Countdown to 2026: What Cosmetic Products Will Disappear in China?

With the end of the transitional period, starting January 1, 2026, five categories of products—hair growth, depilating, breast beauty, slimming, and deodorants—will no longer be regulated as special-use cosmetics.
On December 28, 2020, the National Medical Products Administration (NMPA) released Notice on Implementing the Cosmetic Supervision and Administration Regulation (CSAR). According to the Announcement, as of January 1, 2021, five categories of cosmetics previously classified as special-use cosmetics are no longer regulated as such. Consequently, the NMPA no longer accepts registration applications for these products nor issues special-use cosmetic administrative licenses.
