UK Drafts Revisions to Cosmetic Ingredient Lists: 13 Prohibited and 1 Restricted Ingredients Added

On November 27, 2025, UK notified the WTO of a draft regulation titled The Cosmetic Products Regulation (EC) No 1223/2009 (Restriction of Chemical Substances) (Amendment and Transitional Provisions) (No. 2) Regulations 2026. The draft proposes revisions to the ingredient lists in UK Regulation (EC) 1223/2009 (Cosmetics Regulation). It remains open for comments until January 26, 2026, and expected to be adopted in February 2026.¹
