EU SCCS Opens Consultation on Opinions Regarding BHA, Basic Brown 16, and Basic Blue 99

1) SCCS deems BHA safe up to 0.07% in dermally applied leave-on and rinse-off cosmetics; 2) SCCS considers Basic Brown 16 unsafe for non-oxidative hair dye use due to mutagenicity concerns; 3) SCCS finds Basic Blue 99 unsafe in non-oxidative hair dye formulations, and identifies it as a skin sensitizer.

On November 17, 2025, EU Scientific Committee on Consumer Safety (SCCS) issued separate preliminary opinions for three ingredients—Butylated Hydroxyanisole (BHA), Basic Brown 16, and Basic Blue 99. Stakeholders are invited to provide feedback until January 19, 2026.1-3
