On September 28, 2021, EU Scientific Committee on Consumer Safety (SCCS) released opinions open for comments on Butylated Hydroxytoluene (BHT) until November 23, 2021. On December 3, 2021, the SCCS released final opinion on BHT, introducing no changes after the eight-week commenting period. On the same day, the SCCS also provided advice on the safety of Homosalate (CAS No 118-56-9, EC No 204-260-8) as a UV-filter in cosmetic products.

On the basis of a safety assessment, and considering the concerns related to potential endocrine disrupting properties of BHT, the SCCS considers BHT safe when used up to a maximum concentration of 0.001% in mouthwash, 0.1% in toothpaste and 0.8% in other leave-on and rinse-off products.
BHT is also considered safe for a combined use of mouthwash at a concentration of 0.001%, toothpaste at a concentration of 0.1% and other leave-on and rinse-off products at the concentration of 0.8%.
Advice on the Safety of Homosalate as a UV-filter in Cosmetic Products2
On the basis of safety assessment, and considering the concerns related to potential endocrine disrupting properties of Homosalate, the SCCS considers Homosalate safe when used as a UV-filter at concentrations up to 7.34% in face cream and pump spray.
