On May 21, 2026, Thailand's Ministry of Public Health released a notification in the Royal Thai Government Gazette regulating the use of Piperonal in cosmetic products to prevent potential misuse. The notification introduces specific concentration limits and conditions for the use of Piperonal in cosmetics.
Permitted Uses and Concentration Limits
According to the notification, Piperonal (CAS No. 120-57-0), also known as Heliotropine or 1,3-benzodioxole-5-carbaldehyde, may be used in all categories of cosmetic products at a maximum concentration of 1% in the finished product, subject to the following conditions:
The concentration of Piperonal in the raw material must not exceed 10%.
Raw materials containing Piperonal may only be used for fragrance or skin-conditioning purposes.
Non-Compliant Use Classified as Prohibited
The notification further clarifies that any use of Piperonal that does not comply with the prescribed conditions will be regarded as the use of a prohibited substance in cosmetics. As a result, cosmetic products containing non-compliant Piperonal ingredients or exceeding the permitted limits are prohibited from manufacture, import, or sale in Thailand.
