On Dec. 28, 2020, Indonesia released and implemented new Technical Requirements for Cosmetics Labeling 1, which replaced the labeling requirements regulated in the Technical Requirements for Cosmetics 2015. Cosmetic notification number owners who obtained the notification number before Dec. 28, 2020 must comply with the new labeling regulation before Dec. 28, 2021.
Compared with the previous requirements, the main amendments are as follows (differences are in red).

2D Barcode is added as the required information on cosmetic labels, which is used to verify the legality of cosmetics notification number.
Two new requirements for warnings labeling are added:

2. Disease prevention claims are prohibited.
Labels shall meet the following criteria.
Complete by including all required information;
Objective by providing information in accordance with existing facts and must not deviate from cosmetic safety and efficacy;
Not misleading by providing information that is honest, accurate, justified, and must not take advantage of public concerns about a health problem; and
Does not claim to be a drug or aims to prevent disease.
3. Labeling guidelines for sunscreens, skincare products containing Alpha Hydroxy Acid (AHA), and teeth whitening products containing or releasing Hydrogen Peroxide are newly added.

4. Administrative sanctions imposed on enterprises using illegal labeling are adjusted.
Illegal labels are subject to administrative sanctions in the form of:
Written warning;
Temporary prohibition of circulating cosmetics for a maximum period of 1 year;
Orders for withdrawal of cosmetics that do not meet the labeling requirements from circulation;
Labeling destruction;
Temporary suspension of distribution activities for a maximum period of 6 months;
Revocation of cosmetics notification.
