Indonesia Mandates Halal Label and Public Disclosure for Certified Products

The Circular requires businesses with halal-certified products to display the Indonesian Halal Label on product packaging and to publicize their halal status through media and social platforms.

Background

Indonesia enacted the Halal Product Assurance (HPA) Law in 2014, which came into effect in 2019. Under this law, all products imported, distributed, or traded in Indonesia—including cosmetics, food, and pharmaceuticals—are required to obtain halal certification. The implementation of mandatory halal certification is being carried out in phases. For cosmetics, a transition period is in place until October 17, 2026.

On September 9, 2025, the Indonesian Halal Product Guarantee Agency (BPJPH) issued and implemented Circular No. 7 of 2025 Concerning Publication of Halal Products and the Obligation to Include the Indonesian Halal Label on Halal-Certified Products. 1 The Circular introduces the following key requirements:
