On November 6, 2025, Indonesia submitted notification G/TBT/N/IDN/160/Add.2 to the WTO concerning the Harmonized System (HS) codes for product types that are required to obtain halal certification, covering cosmetics, food and beverages, food additives, and natural medicines.
The draft decree introduces a comprehensive and legally binding list of HS codes that will serve as the primary reference for businesses. It is intended to assist importers and/or official representatives in applying for the registration of foreign halal certificates, understanding the scope of mandatory halal certification, and submitting applications to Halal Product Assurance Organizing Agency (BPJPH) or recognized foreign halal certification bodies.
Regulatory Revisions
Previously, in 2022, BPJPH implemented Decree of the Minister of Religion No. 748 of 2021 on Types of Products that Must Be Halal Certified, which included the mandatory halal list for cosmetic products. The new draft introduces a shift from the earlier descriptive, function-based categorization of cosmetics to a structured list aligned with internationally recognized Harmonized System (HS) codes. While the current list outlined 22 broad cosmetic categories accompanied by illustrative examples, the new draft specifies 27 mandatory cosmetic product types using precise HS codes.
This shift aims to provide increased legal certainty and clarity for importers, ensuring that the halal certification scope is aligned with customs classifications and international trade practices. While the overall coverage of cosmetic products remains largely comparable, the HS code–based system introduces a more definitive and enforceable regulatory framework.
