Indonesia Proposes Halal Certificate Renewal Rules for Products

Indonesia’s BPJPH proposed halal certificate renewal rules for ingredient, process, or product changes. Businesses must report, inspect, or seek mentoring depending on the change; pre-certified or exempt materials may use a faster reporting route.

On July 23, 2026, the Halal Product Assurance Organizing Agency (BPJPH) of Indonesia released the Draft Regulation of The Halal Product Assurance Organizing Agency (BPJPH) on The Renewal of Halal Certificates. 1 This draft regulation establishes the mandatory procedures, conditions, and mechanisms for businesses to renew their Halal Certificates following any changes to product ingredients, production processes, or product development after the initial certificate issuance. The final date for stakeholders and WTO members to submit comments on this proposed draft is September 21, 2026.

Scope of Application and Exemptions

The proposed regulatory framework applies to all goods and services subject to the phased implementation of mandatory halal certification in Indonesia. This encompasses a wide range of sectors, including food, beverages, pharmaceuticals, cosmetics, chemical products, biological products, genetically engineered products, and consumer goods utilized by the public. It also covers related services such as slaughtering, processing, storage, packaging, distribution, sales, and serving.

However, the draft explicitly outlines specific exemptions regarding its applicability:

  • Included: The rules apply exclusively to domestic and foreign business actors who obtain their Halal Certification directly from the Halal Product Assurance Organizing Agency (BPJPH).

  • Exempted: The regulation does not apply to Halal Certificates issued by Foreign Halal Institutions (LHLN) that are officially recognized by BPJPH.

The draft regulation stipulates strict requirements for business actors who modify their products or processes. The renewal will not change the previous Halal Certificate number but ensures continuous compliance.
