Indonesia to Reinforce Hair Dye and Sunscreen Product Regulations

    To control the safety of hair dye and sunscreen products, Indonesia will regulate requirements on ingredients used in these products such as Methylisothiazolinone, Deoxarbutin, Alpha Arbutin, Beta Arbutin and Plastic Microbeads.

    Deoxyarbutin/ alpha arbutin/ beta arbutin:

    When using deoxyarbutin/ alpha arbutin/ beta arbutin in cosmetics, technical documents for notification are required: 1) test result of hydroquinone, 2) test result of product stability 3) clinical data of product stability during application to the skin;

    Product containing deoxyarbutin/ alpha arbutin/ beta arbutin must indicate the storage conditions of these ingredients...

    Hi, If I want to bring into Indonesia a new sunscreen product that has a novel ingredient, do i need to get the novel ingredient approved and how do i go about that process?

    Hi, in Indonesia, there is no "Inventory of existing cosmetic ingredient" and new ingredient doesn't require get approval, namely you can use the novel ingredient as long as it is not on the prohibited ingredient list.

    Hi thank you for the quick reply. Noted. But there is this list of UV-protection ingredients approved for use in cosmetics in their Regs, number 18, 2015. Is an ingredient not in this list still can be used as an ingredient?

    It depends on what's the function of your new ingredient. If the ingredient is the UV filter to protect the skin, then it must be on the "List of permitted UV filters"; if the ingredient is the UV filter solely for the purpose of protecting the product against UV rays or other component of the sunscreen product, it can be used.

    Normally it can't be used as UV fiter to protect the skin if it's not on the list, and there is no specified new ingregient registration procedure in Indonesia. But you may raise suggestion to ASEAN Cosmetic Assosiation.

    Hi, do it means the Methylisothiazolinone can't use in Hair Dye and Sunscreen products but can use for other type leave on products? it's clear, the text says it is for control "xxx", but the content says that only rinse-off products can be used. thanks.

    Dear Elaine, thank you for your question. On August 14th, 2017, Indonesia National Agency of Drug and Food Control released a safety circular following safety assessments conducted on certain hair dye and sunscreen products containing methylisothiazolinon, deoxyarbutin, alpha arbutin, beta arbutin or plastic microbeads. The Methylisothiazolinone maximum concentration in rinse-off cosmetic products is reduced from 0,01% to 0,0015%, and the use of Methylisothiazolinone on leave-on products is forbidden.
