In July 2025, China's National Institutes for Food and Drug Control (NIFDC) initiated a public consultation on six technical guidelines addressing three categories of special cosmetics: hair dye, hair perm, and sunscreen products. Following the consultation process, NIFDC released the finalized guidelines on April 15, 2026, accompanied by three Q&A documents.1-4
The six guidelines aim to enhance the standardization of, and provide technical guidance for the research and quality control of these special cosmetics, in alignment with the Cosmetic Supervision and Administration Regulation (CSAR) and the Administrative Measures on Cosmetics Registration and Notification. A summary of the main aspects of these guidelines is provided in the table below:
