BackgroundImporters of cosmetic products must obtain an SKI Border (import certificate) before goods are released from customs. One of the required documents for SKI Border issuance is a Certificate of Analysis (CoA), which must comply with the following provisions: a. Issued by the manufacturer, an accredited laboratory, or another enterprise operating with an accredited testing laboratory; and b. Testing must be conducted by an accredited laboratory using test parameters established by Indonesia’s National Agency of Drug and Food Control (BPOM), if the CoA is not issued by the manufacturer. These parameters must include tests for microbial contamination and heavy metals in cosmetics. |
On June 3, 2025, Indonesia released a draft Regulation Concerning Cosmetic Test Parameters in Certificate of Analysis (CoA) for Import Certificate Application for public consultation. 1 Subsequently, on December 8, 2025, BPOM issued the finalized Regulation, which is scheduled to take effect on January 8, 2026. 2
This Regulation outlines the mandatory cosmetic test parameters that must be included in the CoA, which is a key document for obtaining the SKI Border. The required parameters cover microbial and heavy metal contamination, applicable to the following 20 categories of cosmetic products:
