Inventory of Existing Cosmetic Ingredients in China (IECIC2014)—Implications for Domestic and Foreign Cosmetics Enterprises

The release of the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014) on June 30 this year is one big step forward towards the standardization of cosmetics ingredients used in China. The inventory is a comprehensive collection of ingredients which includes domestic special purpose cosmetics, imported special purpose cosmetics and those ingredients recorded at local provincial FDAs.

The release of the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014) on June 30 this year is one big step forward towards the standardization of cosmetics ingredients used in China. The inventory is a comprehensive collection of ingredients which includes domestic special purpose cosmetics, imported special purpose cosmetics and those ingredients recorded at local provincial FDAs. This inventory also excludes ingredients that constitute a “risk” or pose “potential risk” irrespective of their previous regulatory status, for example, Epidermal Growth Factor (EGF) and the Fluorescent Whitening Agent (FWA).

The inventory serves as a general reference for cosmetics manufacturers and standardizes the procedures of the new ingredients registration. The introduction of the inventory also puts pressure on domestic SMES but does not affect foreign companies a lot. The reason behind is that all imported cosmetics products including non-special purpose cosmetics require mandatory filing with the CFDA, therefore information relating to ingredients used is already recorded. However, domestically produced products are not all filled with the CFDA or not filled at all in the past, hence lack filing information. In addition, there are still quite a few manufacturers that missed the deadline for submitting existing ingredients to be included in the inventory, as a result, those ingredients will be treated as new ingredients and manufacturers will have to go through the full process of new ingredients registration if they intend to use them.

The secretary-general of Guangdong Chamber of Daily Used Chemicals Yu Xueling remarked: although the inventory includes 8783 ingredients, it has still not been completed. There will be more new ingredients coming in the inventory which will be appended regularly.
