China Drafts a Revised List of 8203 Existing Cosmetic Ingredients (IECIC 2014)

On May 30, 2014, CFDA opened for the second phase of public consultation on the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014). The revised list includes 8203 cosmetic ingredients that have already been used in approved cosmetic products in China compared to the initial consolidated list of 8641 in January this year. The revision also excluded 3382 ingredients to the list.

On May 30, 2014, CFDA opened for the second phase of public consultation on the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014). The revised list includes 8203 cosmetic ingredients that have already been used in approved cosmetic products in China compared to the initial consolidated list of 8641 in January this year. The revision also excluded 3382 ingredients to the list.

This public consultation aims to further verify the existing ingredients used in cosmetics and to standardize the management of new cosmetic ingredients in China. The main points are summarized as below:

(1)   Ingredients included in the IECIC 2014

The revised list of 8203 is a collection of cosmetic ingredients that have been used including restricted substances, restricted preservatives, restricted sunscreen agents, restricted coloring agents and hair colorants that are allowed to be used temporarily. In addition, remarks regarding certain issues are also included such as the definition of plant material and the usage of special purpose ingredients. 

(2)   Ingredients temporarily excluded in the IECIC 2014

3383 ingredients are found to be partially problematic, attributable to one of the following five reasons:

  • Lack of relevant documents such as the Filling Records of Domestic Non-special-purpose Cosmetics;
  • Name of the ingredient cannot be identified
  • Ingredient with potential safety risk
  • Ingredient that violates laws in China such as usage of endangered species as main ingredients
  • Ingredient that requires further verification

(3)   Purpose of the List

The List serves as the main reference for verification of new cosmetic ingredients only, not the list of approved cosmetic ingredients in China.

(4)   Usage of the List

It needs to be noted that the CFDA has not conducted any risk assessments of the ingredients listed in the IECIC, therefore, manufacturers have to undertake the responsibility of product safety by selecting ingredients that comply with relevant regulations and standards and also by conducting their own risk assessments.
