A revision specifying new labeling requirements for special-use cosmetics exclusively designed for sensitive skin was released for public consultation on 17 November by the Ministry of Food and Drug Safety (MFDS). The consultation is due to end on 17 December this year.
The new rule targets products claiming the ability to moisturize sensitive skin. In advance of adding any related information on the product label, solid proof derived from clinical trials, substantiating safety and functionality is required to be submitted to the MFDS for approval.
Despite growth of market demand for sensitive skin moisturizing products in recent years, sensitive skin specialized cosmetics have been poorly represented in the market due to the regulatory grey area it occupies, which often means such products are banned due to association with medical function. The new policy aims to enhance monitoring over these products and open up a window for further development of the industry.
The country has already given a green light to a number of specialized cosmetics, such as those that alleviate skin aging, reduce cellulite, improve blood circulation in skin, or provide anti-bacterial function, on the condition that there are corresponding testing results to prove their safety and functionality.
