On January 26, 2026, Malaysia's National Pharmaceutical Regulatory Agency (NPRA) issued Circular No. 1/2026, updating the ingredient annexes of the Guidelines for Control of Cosmetic Products in Malaysia. 1 These amendments, which align with decisions from the 42nd ASEAN Cosmetic Committee (ACC) meeting, introduce new prohibitions and restrictions on five cosmetic ingredients.
The changes affect the lists of prohibited ingredients (Annex II), restricted ingredients (Annex III), and permitted UV filters (Annex VII), with transition periods for compliance extending to November 2028 for certain ingredients. The key changes are detailed below.
