On 24 February 2023, New Zealand's Environmental Protection Authority (EPA) formally received the application under section 96B of the Hazardous Substances and New Organisms Act 1996 to amend the Cosmetic Products Group Standard 2020 (Group Standard). Following a nearly year-long period, the amendments to the Group Standard were approved by New Zealand in January 2024.

With the exception of the implementation requirements for PFAS, the remaining amendements will come into effect at various times:
After December 31, 2025, cosmetic products that comply with the Pre-Amendment scope and conditions are not allowed to be imported and manufactured.
After December 31, 2026, cosmetic products that comply with the Pre-Amendment scope and conditions are not allowed to be supplied.
By June 30, 2027, all cosmetic products that do not meet the Post-Amendment scope and conditions must be properly disposed of.
