On July 10, 2018, Shanghai Municipal Government held a meeting proposing the expansion of the Pudong filing management for first imported non-special use cosmetics to all of Shanghai. The policy is expected to be implemented in 2018.
China has implemented the Pudong filing management trial for more than one year and has expanded the system on a national level. First imported non-special use cosmetics only require filing with Shanghai FDA and after a preliminary review of application dossiers, the applicant can start to import, greatly shortening market entry time. Over the past year, more than one thousand cosmetic articles have been filed with Shanghai FDA, and the number of filings is growing rapidly. The expansion of this system to all of Shanghai will greatly benefit the local cosmetic sector.
The success of Pudong filing management trial has also prompted government to expand the filing system to other ten free trade zones. These 10 FTZs include:

In the next period, filing management procedures will be further simplified and standardized to shorten the filing period and reduce the cost of enterprises.
Filing management trial will expire on Dec 21, 2018. According to the current situation, it is almost certain these filing management trials will continue and we can also expect some new policies to be introduced.
