EU SCCS Issues Final Opinions on CBD and Micron-Sized Silver

In November and December 2025, the EU Scientific Committee on Consumer Safety (SCCS) released preliminary opinions on cannabidiol (CBD) and micron-sized particulate silver. Following consideration of the comments received, SCCS published its final opinions on these ingredients on April 24, 2026.1-2

The key conclusions from the final opinions are summarized below, with updates to the preliminary versions indicated in red.

Opinion on Cannabidiol (CBD)

CBD is a naturally occurring cannabinoid from Cannabis plants and can also be produced synthetically. It is listed in CosIng with reported cosmetic functions such as skin conditioning, protection, antioxidant, and anti-sebum. While CBD is not currently regulated under Regulation (EC) No 1223/2009 (Cosmetics Regulation), its legal status and safety have come under closer review, particularly following a 2020 ruling by the Court of Justice of the European Union (CJEU) that CBD in the main proceedings was not considered a narcotic drug under the UN's Single Convention on Narcotic Drugs (1961). This, together with the growing number of CBD-containing cosmetic products, prompted the European Commission to request a dedicated safety assessment from SCCS.
