SFDA Drafts Category of Hygiene License for Cosmetic Manufacturers

China SFDA consults on categorization of hygienic license for cosmetics manufacturers.  China SFDA publishes today eight draft categories of Hygienic License for cosmetics manufacturers in China. Interested social entities are welcomed to submit comments to the State Food and Drug Administration before 12 January 2012.

China SFDA publishes today eight draft categories of Hygienic License for cosmetics manufacturers in China. Interested social entities are welcomed to submit comments to the State Food and Drug Administration before 12 January 2012.

Based on production process and product type, the Cosmetics Manufacturing Hygienic License falls into eight main categories.

A Liquid type

The liquid type refers to liquid cosmetics other than creams, such as liquid shampoo, hair oil, liquid facial soap, liquid hand soap, bath foam, toner, skin oil, gel water, hair dyes, Marcel water, etc.

B Half Solid type

The half solid type refers to gel products other than creams, such as hair gels, skin gels, facial mask, dye hair gel, etc.

C Solid type

The solid type refers to solid products other than creamy powder or lumps, such as face powder, toilet powder, mask powder, rouge, eye shadow, eyebrow pencil, puff cake, powder hair colour, bleaching powder, bath salt, etc.

D Cream or lotion type

Cream or lotion type refers to products made by emulsification, such as skin cream, hair milk, hairdressing cream, cream shampoo, hair dye cream, hair conditioner, cream milk mask, cream milk wax, skin lotion, facial cleanser, etc.

E Aerosol type

The aerosol type refers to canned products designed with a function of streaming agent, such as hair mousse, hair spray, gas spray products, etc.

F Organic solvent type

The organic solvent type refers to liquid products that contain much volatile organic solvents, such as toilet water, perfume, nail polish, etc.

G Ceryl-based type

The ceryl-based type refers to products which use wax as basic ingredients, such as lipstick (lip cream), candles, etc.

H Other types

Other types refer to products other than any of the aforementioned types.

Note: One identical product which has two or more than two aforementioned types, such as a product mixed with liquid and inorganic powder, should be categorised based on its major type.
