On August 1, 2024, the Korean Cosmetic Association (KCA) issued a notice to clarify the proper labeling methods for salicylic acid-related claims for cosmetics1.
In South Korea, salicylic acid is an approved functional ingredient for rinse-off acne and pimple products. When being used in general cosmetics, this substance shall serve as preservative only. However, the Ministry of Food and Drug Safety (MFDS) found cases where general cosmetics containing salicylic acid had been advertised for exfoliation and sebum control purposes. After co-research with the Cosmetics Policy Division of MFDS, KCA published the review results and future plans for enterprise’s reference.
Review Results
For general cosmetic products, advertising and labeling of salicylic acid for purposes other than preservation is generally not allowed. However, if extracts containing salicylic acid were used in general cosmetics, the products can be advertised and labeled with efficacies of exfoliation control (각질조절). In this case, the direct advertising and labeling of the salicylic acid component is not permitted.
Future Plans
The MFDS will take corrective measures against the prevailing advertising and labeling practices. Adjustment periods are provided, i.e., six months for advertising until January 2025; one year for labeling until July 2025. After that, administrative monitoring will be conducted.
