Following the April 2025 revision of the Cosmetics Act, on June 19, 2025, South Korea's Ministry of Food and Drug Safety (MFDS) announced draft amendments to the Enforcement Rule of the Cosmetics Act for public consultation. These amendments introduce new regulatory measures to better manage the safety of cosmetics purchased directly from overseas, in response to growing concerns over cross-border e-commerce.
Key Amendments:
Public Disclosure of Harmful Products
MFDS will publish the names, countries of origin, images, ingredient details, and other critical information about harmful cosmetics purchased directly from overseas on its official website.
Determination of Inspection Methods
Two types of inspection methods are proposed to determine whether cosmetics purchased directly from overseas are prohibited for sale under the Cosmetics Act:
Verification Inspections: Verify labeling and product information, including content posted on online platforms and cybermalls.
Analytical Inspections: Conduct scientific analysis using physical, chemical, and microbiological methods.
Conduct of Comprehensive Surveys
MFDS will conduct comprehensive surveys on cosmetics purchased directly from overseas to support policy development. These surveys will cover the demographic characteristics of consumers, purchasing and usage patterns, basic product information, cases of consumer harm, etc.
