South Korea to Update Enforcement Rule of Cosmetic Act

Exceptions for labeling information on cosmetics’ external packaging are established.

Advertising and labeling beyond cosmetic scope are prohibited.

The application process for lifting restrictions on prohibited ingredients is introduced. 

 A legal basis for issuing electronic certificates is established.

On September 24, 2024, the Ministry of Food and Drug Safety (MDFS) published the draft of Enforcement Rule of Cosmetics Act1 for public feedback. The authority plans to establish exceptions for labeling information on cosmetics’ external packaging, ban labeling and advertising practices that extend beyond cosmetic scope, and optimize the administrative provisions. Stakeholders can send suggestions to MFDS before November 11, 2024.
