South Korea Updates Functional Cosmetics Regulations on Solid Formulations and Hair Dye Ingredients

On November 6, 2025, South Korea's Ministry of Food and Drug Safety (MFDS) announced several updates to its regulations on functional cosmetics, specifically the Regulations on the Examination of Functional Cosmetics and Standards and Testing Methods of Functional Cosmetics. The amendments mainly include the introduction of solid formulation management, revisions to the list of hair dye ingredients, and the addition of eleven new quantification methods; they are currently open for public comment until November 27, 2025.
