On April 1, 2025, Taiwan Food and Drug Administration (TFDA) released a new draft of the List of Ingredients Restricted in Cosmetic Products. The draft is open for public comments until June 2, 2025, and expected to take effect on July 1, 2026.1
TFDA developed this draft to strengthen consumer health safeguards and ensure alignment with international cosmetics regulations. It specifically proposes adding 34 ingredients, revising 74, and removing 1. The revisions to the 74 existing ingredients primarily focus on product types and precautions, with most changes limited to wording adjustments. A selection of the proposed amendments is outlined below (the text in red indicates changes to the previous list).
