On June 23, 2025, Taiwan Food and Drug Administration (TFDA) announced Guidelines on the Safe Use of Spray Cosmetics (the Guidelines). Although not legally binding, the document serves as a reference for stakeholders when labelling spray cosmetics.1
Spray cosmetics, as defined in the Guidelines, refer to cosmetic products dispensed in spray form through either pressurized or non-pressurized mechanisms. To mitigate risks associated with use and storage, the Guidelines provides precautionary labelling instructions in Chinese for such products. It further clarifies that any other applicable labelling requirements shall also be followed in addition to those specified in the document.
For clarity and applicability, the Guidelines groups the precautionary labeling items into two categories: those specific to pressurized products, as well as those that apply to both pressurized and non-pressurized sprays, as presented in the table below. Alternative expressions with the same meaning are allowed.
