Thailand Details Temporary Facilitation Measures for Cosmetics Amid Supply Chain Disruptions

Thailand’s temporary facilitation measures allow certain raw material source and packaging size changes to be implemented without a new notification, while certain formula and packaging characteristic changes may be handled through fast-track or case-by-case review pathways.
On April 28, 2026, the Thai Food and Drug Administration (Thai FDA) issued two guidance documents together with two application templates to further implement the temporary facilitation measures for cosmetics announced in March 2026. The measures are intended to mitigate the impact of global supply chain disruptions caused by geopolitical tensions in the Middle East by providing temporary regulatory flexibilities for cosmetic raw materials and packaging adjustments, thereby helping companies maintain product supply and market continuity.
Effective immediately upon publication, the newly released documents clarify the applicable procedures, submission requirements, and regulatory pathways for companies seeking to utilize these temporary measures.
