Thailand Proposes Amendments to Cosmetic Restricted and Prohibited Ingredient Lists

Key proposed changes include the addition of 24 new prohibited substances and one restricted ingredient, as well as revisions to the existing entries for salicylic acid and three prohibited substances—2-ethylhexanoic acid, theophylline, and octamethylcyclotetrasiloxane (D4).
On October 15, 2025, the Thai Food and Drug Administration (Thai FDA)
issued four draft regulations introducing significant updates to the
list of prohibited and restricted cosmetic ingredients. The
proposals are open for public consultation until October 29, 2025. These
amendments aim to strengthen consumer safety and align Thailand’s
regulations with the updates to the ASEAN Cosmetic Directive (ACD) adopted during the 40th and 41st ASEAN Cosmetic Scientific Body (ACSB) meetings.
