On November 25, the Vietnam Ministry of Health issued Decision No. 3552/QĐ-BYT on Promulgating the 2025 Inspection Plan. The Ministry aims to conduct 30 inspections to evaluate the implementation of healthcare laws and regulations, identify weaknesses and gaps in the health management system, and ensure timely corrective actions. The key points of the 2025 inspection plan are summarized below.
Key Objectives and Requirements
Objectives: As the Ministry seeks to evaluate the implementation of legal regulations across various healthcare sectors, including cosmetics, the 30 inspections in the 2025 inspection plan will focus on identifying and addressing loopholes and weaknesses in the healthcare management system. Through inspections, the Ministry can make timely amendments and introduce new regulations to enhance the effectiveness and efficiency of healthcare oversight.
Inspection Requirements: The Ministry will ensure accuracy, objectivity, transparency, publicity, timeliness, and legality in conducting inspections, as well as in monitoring the compliance of agencies, organizations, and individuals in implementing health regulations.
Inspection Scope in the Cosmetics Sector
The 30 inspections cover a wide range of sectors, including preventive healthcare, medical examination, treatment and health insurance, and food safety. Among these, six inspections will focus specifically on the cosmetics industry, with particular attention to the implementation of legal regulations governing the production, import, and trade of cosmetics.
Inspection Process
The inspections will be carried out according to a procedural framework to ensure compliance. Each inspection begins with data collection, followed by formal notification to the inspected organizations. The Ministry has also established a system of evaluating and monitoring the outcomes of the inspections.
The detailed inspection steps are as below:
Preparation: Information will be collected to determine the necessity of inspections. Once the decision is made, an official notice will be sent to the concerned parties at least 15 days before the inspection.
Conducting Inspections: The inspection teams will examine compliance with health regulations, identify non-compliance areas, and collect relevant evidence.
Follow-up Actions: Following the inspection, conclusions will be drawn based on the collected evidence. After communication of the conclusions with the inspected organizations, they will be required to implement inspection conclusions within a set timeframe. The Ministry will then monitor the implementation of these conclusions. Failure to comply may result in additional penalties or legal consequences.
