U.S. Virginia to Ban 24 Hazardous Ingredients in Cosmetics

The ban targets high-risk substances, including phthalates, parabens, formaldehyde and its releasers, heavy metals, aromatic amines, and several PFAS compounds.
On April 13, 2026, the Governor of Virginia signed the Humane and Toxin-Free Cosmetics Act (House Bill 122) into law. While maintaining the state's existing prohibition on animal testing, the legislation significantly strengthens chemical safety requirements by introducing a detailed list of banned ingredients in cosmetic products. The Act will take effect on July 1, 2026.
