U.S. Illinois Bans 24 Hazardous Ingredients in Cosmetics

The ban targets high-risk substances, including phthalates, parabens, formaldehyde and its releasers, heavy metals, aromatic amines, and several PFAS compounds.

On July 10, 2026, the Governor of Illinois signed the Chemicals in Cosmetic Products Act (the Act) into law, prohibiting the intentional use of 24 hazardous substances in cosmetic products sold within the state. The legislation largely aligns Illinois' cosmetic ingredient restrictions with those adopted by the European Union, targeting chemicals such as phthalates, parabens, formaldehyde and formaldehyde releasers, mercury, aromatic amines, and several PFAS compounds. The Act will take effect on July 1, 2028.
