Takehome:
CFDA plans to expand the practice of imported non-special use cosmetics filing management in Pudong to other 10 FTZs. Zhejiang Zhoushan has been selected as the next location and has already undergone preliminary feasibility and capacity assessment.
From Dec.19th to 20th, CFDA staff evaluated the capability of Zhoushan to offer filing management for first imported non-special cosmetics. Main criteria include four dimensions: 1) cosmetics surveillance ability; 2) cosmetics technical support; 3) cosmetic filing system guarantee; 4) measurements for cosmetic filing management work.
The preliminary conclusion is that Zhoushan can fully supervise the whole process of cosmetic circulation and has the necessary capacities (equipment, specialists and institutions) to offer filing management.
