Takehome: Zhejiang and Guangdong filing management have been put into service and have issued the first batches of filing certifications for first imported non-special use cosmetics.
Following the promotion of the Pudong filing management trial for first imported non-special use cosmetics realized in 10 FTZs, the pilot system is now in service in Zhejiang Free Trade Zone (Zhoushan area) and Guangdong Free Trade Zone (Nansha area).
- On Jun. 28, Zhejiang officially approved and issued the first filing certification of a Korean shampoo.

- On Oct. 26, Guangdong issued the first two certifications and approved another 5 filings on Oct. 29. All these 7 products are makeup products and come from the same company.

Up to Oct. 31, 2018, a total of 2428 first imported non-special use cosmetics have been successfully filed, 2420 of which are from Pudong port, and the remaining 8 products belong to Guangdong and Zhejiang.
Generally, it takes about 5 months for first imported non-special use cosmetics to be registered. The filing system greatly shortens the time to market. Imported cosmetics only require a maximum of 5 days to conduct a preliminary review and get approval after submitting product dossiers (provided all the dossiers are compliant and complete), which helps enterprises reduce costs and also enables domestic consumers to purchase the latest foreign cosmetic products at shopping mall counters and e-commerce platforms.
Furthermore, according to ChemLinked exclusive information, Pudong filing management trail is going to be expanded to all of Shanghai soon and will be promoted nationwide.
