Guidelines for Cosmetic Efficacy Claim Evaluation

Formerly, there were no requirements for other cosmetic efficacy claims except for sunscreens and the waterproof efficacy of sunscreen products. The CSAR released on June 29 stipulates that Efficacy claims of cosmetics should be supported by a sufficient scientific basis.Followed that, China NIFDC released the draft Guidelines for Cosmetic Efficacy Claim Evaluation for public consultation on September 1, 2020. Cosmetic Classification Rules and Catalog (Draft for Comments)

On July 29, 2020, China National Medical Products Administration issued the draft Cosmetic Classification Rules and Catalog for public consultation, one of the subsidiary regulations of CSAR and the revised version of the previous draft Cosmetic Classification Standard.The draft stipulates the classification and coding of cosmetics. As per the draft, the classification of cosmetics will be refined into 5 categories, namely the classification of efficacy claims, application area, dosage forms, target users and application method, and will adopt a coding system.The cosmetics classification code is composed of 5 layers of numbers, and each layer is separated by "-" and represented by a 2-digit number or letters. On July 21, 2020, China Ministry of Justice released the draft Supervision and Administration Measures on Cosmetics Manufacture and Operation for public consultation, one of the subsidiary measures of CSAR. The draft consists of 8 chapters with 100 provisions with many details about production license management, production quality management, operation quality management, network operation management, and legal responsibilities. On July 21, China Ministry of Justice opened a public consultation on the Administrative Measures on Cosmetic Registration, one of the subsidiary regulations of the Cosmetic Supervision and Administration Regulation (CSAR).
