UK Proposes to Ban the Supply and Sale of Plastic-contained Wet Wipes

On April 24, 2024, UK notified WTO of a draft regulation titled The Environmental Protection (Wet Wipes Containing Plastic) (England) Regulations 2024, aiming at prohibiting the supply and sale of wet wipes containing plastic, including cosmetic wipes. Once the draft is approved, the supply and sale of wet wipes containing plastic in England will face strict prohibition, with only three specified exemptions.

Canada Mandates Plastic Products Reporting for 2024-2026

On April 20, 2024, the Canada Department of the Environment published a notice under subsection 46(1) of the Canadian Environmental Protection Act, 1999 (hereafter as the Act), requiring comprehensive reporting from entities involved in the manufacturing or management of plastic resins and certain plastic products to the Federal Plastics Registry. Non-compliance with the Notice may result in penalties under the Act.

EU Proposes Amendments to Use Restrictions on D4, D5, D6 in Cosmetics

EU to Implement a Union-wide Ban on PFHxA in Cosmetics

On June 19, 2023, the EU notified WTO of a draft regulation aiming at amending the Annex XVII to REACH Regulation. Once the draft takes effect, the use of PFHxA, its salts and related substances will be prohibited in cosmetics, with a 24-month transitional period.

New Zealand Consults on the Revised Cosmetic Products Group Standard 2020, a Blanket Ban on PFAS Included

On March 2, 2023, New Zealand's Environmental Protection Authority (EPA) released a new draft of Cosmetic Products Group Standard 2020 (the Standard) for public consultation. The new draft expands its applicable scope to non-hazardous products containing hazardous ingredients, updates the ingredient lists to align with the latest amendments adopted by EU, modifies labelling requirements, and requires the record keeping of nanomaterial.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
