Taiwan Updates Guidance Documents for Establishing the Product Information File (PIF)

On October 2, 2023, Taiwan Food and Drug Administration (TFDA) released the updated guidance documents for establishing the product information file (PIF) for cosmetics. The main revisions made in these documents are related to the terminology of and references for documents, PIF templates, and the alternatives to animal testing, which entered into force upon their release.

[Updated] EU SCCS Releases Final Opinion on Children’s Exposure to Methyl Salicylate

On September 22, 2023, SCCS released the finalized opinion on the use of Methyl Salicylate (CAS No. 119-36-8) in cosmetics intended for children. In compassion to the draft, the final opinion now includes the product category of hair conditioner in the safe use opinion for children aged 0.5-3 years.

China Consults on the Safety and Technical Standards for Cleaning Products

On August 28, 2023, China notified WTO of a draft national standard titled Safety and Technical Standards for Cleaning Products. This mandatory standard is currently open for comments until October 27, 2023. Upon its approval, the existing standard GB/T 26396—2011 Technical Specification for Safety of Soaps and Detergents will be replaced. Stakeholders will be given a 12-month transitional period to ensure compliance with the new standard.

On May 19, 2023, Taiwan Food and Drug Administration (TFDA) launched a two-month consultation on a draft amendment to Particulars of Specific Purpose Cosmetics That May Be Voluntarily Modified (the Particulars). On September 6, 2023, TFDA approved the revised Particulars, which entered into force upon its release.

[Updated] China Finalizes Technical Guidance on Ingredient Safety Information Filling and Submission

On May 4, 2023, China National Institutes for Food and Drug Control (NIFDC) initiated a public consultation on the Technical Guidelines for Filling in and Submitting Safety Information of Cosmetic Ingredients. Consisting of 11 parts, the Guidelines specifies cosmetic registrants’ and notifiers’ responsibility for ingredient quality and safety, refines the requirements for filling in and submitting ingredient safety information, as well as gives instructions on handling changes to ingredient safety information.

EU Amends the Restricted Ingredients List Regarding the Labelling of Fragrance Allergens

On July 27, EU released a Commission Regulation that introduced amendments to the restricted ingredients list of Regulation (EC) No 1223/2009. The amendments will enter into force on August 16, 2023, with a transitional period of three to five years.
