On September 15, 2022, the EU introduced 56 newly identified fragrance allergens in cosmetics in a draft Commission Regulation notified to the WTO. Subject to the individual labelling requirement, these fragrance allergens shall be indicated in the list of ingredients when their concentration exceeds 0.001% in leave-on products or 0.01% in rinse-off products;

EU RAPEX Receives 72 Alerts for Non-compliant Cosmetics in 2022 H1, Detection of Prohibited Ingredient Being the Primary Reason

From January to June 2022, RAPEX received 72 alerts on measures taken against non-compliant cosmetics. These cosmetics were notified by 14 countries, among which Sweden, Ireland, Lithuania, Germany and France ranked the Top 5. Taiwan Introduces Supplements to PIF Guidelines, Alternatives to Animal Testing Included

On July 28, 2022, TFDA updated the Guidelines on the Establishment of PIF. In the updated Guidelines, the main revisions adopted newly include six test methods for the preservative efficacy of cosmetics, six animal testing alternatives, and four PIF templates.

Guangzhou Government to Cancel the Notification of over 300,000 Batches of Non-compliant General Cosmetics

On July 26, 2022, Guangzhou Administration for Market Regulation (AMR) announced to cancel the notification of over 300,000 batches of general cosmetics, including unconfirmed cosmetics on the new platform, and cosmetics lacking the required annual report. The notifiers with objection are allowed to apply for a hearing for their products on August 8-9, 2022.

EU Lowers the Labelling Threshold for Formaldehyde Releasers in Cosmetics Regulation

On July 11, 2022, the EU announced to amend the labelling requirement for formaldehyde releasers in the preservatives list to Regulation (EC) No 1223/2009. The new amendment shall enter into force on July 31, 2022. Subject to it, the present labelling threshold of 0.05% (500 ppm) will be reduced to 0.001% (10 ppm).

China NIFDC Consults on Three Testing Methods for 72 Cosmetic Ingredients, Including Fragrance Components and Prohibited Colorants

On July 8, 2022, China National Institutes for Food and Drug Control (NIFDC) launched public consultation on three draft testing methods for 72 cosmetic ingredients, including 40 fragrance components, 24 prohibited colorants, and 8 hair perming agents. Cosmetic stakeholders can send suggestions to hzpbwh@nifdc.org.cn before July 31, 2022.
