In May and August, Shanghai Quality and Technical Supervision Bureau carried out a special campaign of product lifecyle supervision and random inspections on cosmetic package labels focusing on post market retail and manufacturing. 11 out of 56 batches of cosmetics inspected failed in May’s inspection and 4 of 60 batches of cosmetics failed in August. The inspection failures were attributable to excessive packaging.
Pursuant to GB 23350 – 2009 Requirements of Restricting Excessive Package—Food and Cosmetics and JJF 1244-2010 Rules of Metrology Testing for Package of Food and Cosmetics, cosmetic packages are subject to two mandatory requirements and cosmetic stakeholders have to comply with these requirements during design and production of packages.
1. Interspace ratio and package layers of cosmetic packaging shall be within the required limits:

2. Except for the initial package, the sum of all packaging costs shall not exceed 20% of the sales price of the goods.
