China’s Provincial Entry-Exit Inspection and Quarantine Bureau Blueprint Their Future Administrative Protocols

According to Regulations concerning the Supervision and Administration over Cosmetics, the officials in charge of imported cosmetics administration in China are CFDA and AQSIQ. CFDA is responsible for hygienic review of imported cosmetics and AQSIQ is responsible for inspection of approved imported cosmetics. In the following paragraphs Xiong Yan, an official from Shandong Entry-Exit Inspection and Quarantine Bureau (Shandong CIQ), gives practical advice on meeting the administration requirements for imported cosmetics.

CFDA Finally Releases Cosmetic Safety Technical Standard 2015

At the end of 2015, CFDA finally announced that Cosmetic Safety Technical Standard 2015 has been reviewed and passed by Cosmetic Standards Expert Committee. Cosmetic Safety Technical Standard 2015 will be taken into implementation since December 1st 2016.

Sri Lankan Cosmetic Regulatory Framework Still Lacking Legal Foundation

Cosmetics, Devices and Drugs Regulation Authority (CDDRA) which was the previous authority for regulation of cosmetics in Sri Lanka, was replaced by National Medicines Regulatory Authority (NMRA) in July this year. Since then, there has been no law in Sri Lanka to regulate cosmetic products.

Children's Cosmetics Need Stricter Administration in China

As New Year approaches, many Chinese children are preparing performances. Allergic reactions to cosmetics are common even among children using “cosmetics for children”. Gu Lihong, a reporter from Shenyang Evening News discovered that these so-called “cosmetics for children” were just gimmicks, because there are not enough mandatory standards especially for children’s cosmetics in China. Cosmetics for children show little differences between standard cosmetics.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
