Korea to Amend Functional Cosmetics Testing Regulation

South Korea’s Ministry of Food and Drug Safety (MFDS) has announced that it is to amend the “Standards and Testing Methods of Functional Cosmetics”. The regulation will include 8 new kinds of functional cosmetic preparations containing whitening ingredients and whitening/wrinkle-relieving compounds with validated safety and efficacy. Under the new system the review process will be replaced with a mandatory requirement to submit supporting reports.

ASEAN Revises Sunscreen Labelling Guideline

During the 21st meeting of the ASEAN Cosmetics Committee and ASEAN Cosmetics Scientific Body, the ASEAN Sunscreen Labelling Guideline was heatedly discussed by the representatives from all the member states of ASEAN, the ASEAN Secretariat representatives and the ASEAN Cosmetic Association.

ASEAN Cosmetics Directory Further Aligns With EU Regulations

Taiwan Requires Registration of Cosmetics Containing Triclocarban
Jan 14, 2015
On Jan 12, 2015, "Taiwan Ministry of Health and Welfare" (MOHW) officially announced the implementation of the addition of Triclocarban into the Standard List of Maximum Levels of Medical, Poisonous or Potent Drugs in Cosmetics. For manufacture or importation of cosmetic products containing Triclocarban used under the maximum level, an application shall be submitted to the central competent health authority for product examination and registration. The product can be manufactured or imported only after a license is issued. It is prohibited to use or import Triclocarban beyond the maximum level in cosmetics.

Korea Implements Amendments to Three Major Cosmetic Regulations

Korea’s Ministry of Food and Drug Safety (MFDS) recently implemented a series of amendments to three major regulations, namely “Requirements for Exemption from Quality Inspection of Imported cosmetics”, “Standards for Manufacture and Quality Control of Excellent Cosmetics” and “Enforcement Rules of the Cosmetic Act”. All manufacturers and importers in Korea are required to comply with these new amendments.

South Korea to End Animal Testing on Finished Cosmetics

KFDA announced its intent to eliminate animal testing for finished products and in the coming months will make provisions about the permitted alternatives to animal testing along with more specific implementation procedures. In the interim the KFDA will further consider instituting a ban on animal testing of cosmetics ingredients.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
