A Collection of China Cosmetic National/Industry/Group Standards in 2022

In 2022, China’s Standardization Administration (SAC), Ministry of Industry and Information Technology (MIIT), National Light Industry Council and Petroleum and Chemical Industry Federation released and implemented a series of national/industry standards pertaining to cosmetics and toothpaste. China's biggest cosmetic association—the China Association of Fragrance Flavor and Cosmetic Industries (CAFFCI), approved 14 group standards. China NIFDC Consults on Six Guidelines for In Vitro Testing, Sunscreen Performance Testing, and Animal Testing

On February 23, 2023, China National Institutes for Food and Drug Control (NIFDC) opened a public consultation on six technical guidelines for in vitro testing, determination for sun protection factor (SPF) and waterproof performance, as well as acute inhalation toxicity testing. Stakeholders with any comments can mail to hzppjzx@nifdc.org.cn before March 13, 2023.

EU Safety Gate Alerts 212 Batches of Non-compliant Cosmetics in 2022

In 2022, EU Safety Gate published 212 alerts on non-compliant cosmetics notified by 16 countries, among which Sweden, Lithuania, Italy, Germany and France ranked the Top 5. In terms of product category, perfume tops the list of non-compliant cosmetics, followed by skin-lightening cream/lotion, body cream/lotion, face cream and hair dye. For the notified cosmetics, the detection of prohibited ingredient is the primary non-compliance reason. Other major reasons include failing to meet the use condition, risk of being contaminated, excessive concentration of heavy metal and unqualified labelling.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
