Taiwan to Update the Applicable Products for PIF Requirements

On April 11, 2024, TFDA released the draft of Cosmetic Categories Required to Establish the Product Information File and Effective Dates (2024), aiming to replace the 2019 version. In line with the discontinuation of the specific purpose cosmetics category from July 1, 2024, the draft proposes to revise the expressions used in the regulation, and expand its applicable scope.

Taiwan Seeks Comments for Repealing Regulations on Specific Purpose Cosmetics

On March 28, 2024, TFDA announced its intention to repeal five regulations and implement a new regulation in response to the discontinuation of the product category specific purpose cosmetics. The proposed amendments are open for comments until May 27, 2024, and set to take effect on July 1, 2024.

[Updated] Taiwan Amends the List of Prohibited Ingredients in Cosmetics

On March 21, TFDA introduced the finalized amendments to the List of Prohibited Ingredients in Cosmetics, and the majority of them are set to take effect on January 1, 2025.

Taiwan to Restructure Cosmetic Ingredient Lists, Effective July 1, 2024

On January 4, 2024, TFDA revealed plans to adjust the current cosmetic ingredient lists. The proposed amendments include abolishing the current List of Specific Purpose Ingredients in Cosmetic Products and the List of Antibacterial Ingredients Allowed in Cosmetic Products, newly establishing the List of UV Filters in Cosmetic Products, as well as adding 122 ingredients, revising 31 ingredients, and deleting 2 ingredients in the List of Ingredients Restricted in Cosmetic Products. These amendments are scheduled to take effect on July 1, 2024.

Taiwan Updates Guidance Documents for Establishing the Product Information File (PIF)

On October 2, 2023, Taiwan Food and Drug Administration (TFDA) released the updated guidance documents for establishing the product information file (PIF) for cosmetics. The main revisions made in these documents are related to the terminology of and references for documents, PIF templates, and the alternatives to animal testing, which entered into force upon their release.

On May 19, 2023, Taiwan Food and Drug Administration (TFDA) launched a two-month consultation on a draft amendment to Particulars of Specific Purpose Cosmetics That May Be Voluntarily Modified (the Particulars). On September 6, 2023, TFDA approved the revised Particulars, which entered into force upon its release.

Taiwan Introduces Supplements to PIF Guidelines, Alternatives to Animal Testing Included

On July 28, 2022, TFDA updated the Guidelines on the Establishment of PIF. In the updated Guidelines, the main revisions adopted newly include six test methods for the preservative efficacy of cosmetics, six animal testing alternatives, and four PIF templates.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
