Reclassification of Whitening Cosmetics: Golden Opportunity for Imported Whitening Cosmetics in Chinese Market

During recent post market supervision activities, the CFDA uncovered 6 kinds of acne treatment, whitening and freckle removing products containing prohibited substances. Under Chinese regulations whitening products are classified as special use cosmetics according to CFDA’s new rule “Requirements for Management on Whitening Products”.

China Ends Mandatory Animal Testing for Domestic Non-special Use Cosmetics from 30 Jun 2014

From 30 Jun 2014 the cosmetics industry will no longer be a required to submit written dossier for registration of non-special use cosmetics produced in China. A new online registration will replace the previous version. From Jun 30th animal testing will also be optional for this category of cosmetic which includes products for skin, hair, nails, make-up and perfumes. Domestic manufacturers are now permitted to use existing animal testing data

On 5 Nov, Dept. of Drug and Cosmetics Registration under CFDA issued a notice to consult on the registration adjustment of domestic and imported non-special use cosmetics as well as re-classification of skin-whitening products. The opinion soliciting period is soon to be closed till 12 Nov.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
