EU Amends the Restricted Ingredients List Regarding the Labelling of Fragrance Allergens

On July 27, EU released a Commission Regulation that introduced amendments to the restricted ingredients list of Regulation (EC) No 1223/2009. The amendments will enter into force on August 16, 2023, with a transitional period of three to five years.

New EU Regulation on General Product Safety to Take Effect in 2024

On May 23, 2023, EU published the new law Regulation (EU) 2023/988 on General Product Safety (GPSR) in its Official Journal, repealing Directive 87/357/EEC and Directive 2001/95/EC. This regulation aims to strengthen the protection of consumers while enhancing the functioning of the internal market. It will be fully enforced in all Member States from December 13, 2024.

EU to Adopt Six Changes to the Use Requirements for Cosmetic Ingredients

On November 11, 2022, the EU introduced new amendments to the use requirements for cosmetic ingredients in Regulation (EC) No 1223/2009. All amendments aim at the lists of restricted ingredients and permitted UV filters, including adding two restricted ingredients and two permitted UV filters, and amending the use requirements for one restricted ingredient and one permitted UV filter.

EU to Extend the Individual Labelling Requirement for 56 Newly Identified Fragrance Allergens in Cosmetics

On September 15, 2022, the EU introduced 56 newly identified fragrance allergens in cosmetics in a draft Commission Regulation notified to the WTO. Subject to the individual labelling requirement, these fragrance allergens shall be indicated in the list of ingredients when their concentration exceeds 0.001% in leave-on products or 0.01% in rinse-off products;

EU Lowers the Labelling Threshold for Formaldehyde Releasers in Cosmetics Regulation

On July 11, 2022, the EU announced to amend the labelling requirement for formaldehyde releasers in the preservatives list to Regulation (EC) No 1223/2009. The new amendment shall enter into force on July 31, 2022. Subject to it, the present labelling threshold of 0.05% (500 ppm) will be reduced to 0.001% (10 ppm).

EU Finalizes the Updated Glossary of Common Ingredient Names

On April 29, 2022, the EU released the updated "Glossary of Common Ingredient Names", which will be effective from April 29, 2023. The updated glossary corrected existing ingredient names that were erroneously reported or omitted, and newly included 3,579 ingredient names.

All Cosmetic Products Can Now Apply for the EU Ecolabel
Nov 24, 2021
So far limited to so-called “rinse off cosmetic products”, the EU Ecolabel can now be used for all cosmetic categories, including skin care and make-up. New eligibility criteria have recently been adopted for this purpose by the European Commission.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
